 Between 1893 and 1906, standard legal methods proved insufficient to prevent the loss of political rights. Similarly, demonstrations of civic loyalty during times of war did not halt discriminatory policies. It was the shift to coordinated non-violent non-compliance—beginning with the burning of registration certificates and culminating in the 1913 labor strikes—that established a workable model for civil resistance.
